SEC To Vote On Banning 'Pay To Play' For Advisers |

WASHINGTON—The U.S. Securities and Exchange Commission is set to vote on rules that would bar investment advisers from managing public pension funds or other municipal investments if they make political contributions.
Regulators are hoping to curb "pay to play" situations in which investment advisers make political contributions or other hidden payments to influence their selection by government officials.
The rule prohibits advisers from offering services to pension plans for two years if they make a contribution to an elected official or a candidate who could be in a position to hire money managers, according to a summary of the rule. Certain executives and employees of the money managers also are subject to the ban.
The rule prohibits an adviser and its executives and employees from paying a third party, such as a solicitor or placement agent, to solicit a government client on behalf of the investment adviser.
Advisers and their employees also are barred from engaging in the conduct indirectly, such as by directing contributions through third parties like spouses, lawyers or companies affiliated with the adviser.
