The Future of Tax-Exempt Bonds |

Q: Please give me your best guess as to what will happen, if anything, with the tax-exempt status of municipal bonds in the coming years. Is there a chance, good or otherwise, that all tax-exempt bonds will lose their tax-free status?

A: Relax. The chances of that happening are "slim to none," replies Herbert E. Nass, a New York City lawyer.
I haven't heard of any significant discussion of this idea among members of Congress in many years. While the subject might come up again, perhaps as part of a major overhaul of the nation's tax system, Congress isn't likely to erase a tax provision that has so many influential backers.
"Tax-exempt financing has been a favored funding tool for states, municipalities and other entities for decades and has lots of supporters in Congress," says Michael Decker, managing director and co-head of the municipal-securities division of the Securities Industry and Financial Markets Association, or Sifma, a major trade group. "With an average of over $400 billion in issuance a year in the last five years alone, such an established and popular market for borrowers and investors is not likely to be eliminated."
About 6.4 million individual income-tax returns reported tax-exempt income for 2008, according to the Internal Revenue Service.
